Focus Areas

Supports projects with innovative service concepts that fill service gaps in the society. The fund supports the specific focus areas of:

  1. Environmental Sustainability – supporting sustainable development
  2. Inclusion and Active Ageing – promoting social inclusion and active living for seniors 
  3. Youth Empowerment – empowering and equipping youth for a better future
Eligible Applicants

The applicant should meet the following eligibility criteria: 

  • A charitable organisation registered under Section 88 of the Inland Revenue Ordinance (Cap 112) or, if the applicant organisation is a charitable organisation in any jurisdictions outside Hong Kong, prime reference should be made to the descriptions adopted by the relevant government department(s) or authority(ies) in the respective jurisdictions, which has/have the legal powers or authorities similar to that of HKIRD in declaring charitable status and/ or classifying charitable organisations in the relevant jurisdictions; 
  • The organisation provides charitable services to local communities in the vicinity of the properties owned and/ or operated by Link; 
  • Board or Executive Committee members of the applicant organisation must not be a Connected Person (as defined in the Hong Kong Code on Real Estate Investment Trusts) of Link; and
  • The applicant organisation should not propose projects that have the sole or dominant purpose of promoting a particular political event/campaign or a specific religious event. 


Selection Criteria

All project proposals are evaluated based on the following selection criteria:

  • Match with the focus area(s); 
  • Ability to address social need(s) with innovative concept(s) and effective solution(s);
  • Sustainability and potential for further growth of the project; 
  • Involve collaborations among social service sectors to maximise the impact to the community; 
  • Potential to promote the participation of Link’s staff and its stakeholders in the project, e.g. employee volunteering and tenant engagement, etc.;
  • Track record of the applicant in providing the proposed or similar services; 
  • Use of funds in an appropriate and cost-effective manner; 
  • Comprehensive mechanism to evaluate the success of the project, and align with Link’s impact assessment framework;  and
  • The grant project shall start in August 2026.
Grant Amount

Project funds will be granted based on the following guidelines: 

  • The maximum that can be awarded to any one organisation is 30% of the total funds granted each year; 
  • Project-related administrative costs should not be more than 10% of the total funding requested; 
  • Use of the funds for implementation of the project only; and 
  • Funding is not allowed to support any recurrent operating costs, conferences, annual meetings, endowments, advertising campaigns and/or fundraising activities of the applicant organisation.  
Necessary Documents for Application

The file format should be in doc, docx, xls, xlsx or pdf. The file size of each document should not exceed 5MB and the total file size should not exceed 60MB. (Click here for the video guide to online application) 

  1. A Project Proposal drafted by the applicant organisation, it is a MUST to use the template provided for the proposal, proposal not using the template will NOT be considered (click here to download the template); 
  2. A Project Budget Plan drafted by the applicant organisation, it is a MUST to use the template of the budget plan, budget plan not using the template will NOT be considered; for proposals spanning more than one year, please submit separate budget plans for each year (click here to download the template);  
  3. Declaration by the Applicant Organisation Form signed by Authorised Person of the applicant organisation with company chop (click here to download the template); 
  4. Certificate of charity status registered under Section 88 of the Inland Revenue Ordinance (Cap.112) or, if the applicant organisation is a charitable organisation in any jurisdictions outside Hong Kong, please provide a Certificate and/or proof(s) of charity status declared as charitable status and/or classified as charitable organisations in the relevant jurisdictions by the government department(s) or authority(ies) in the respective jurisdictions*; 
  5. List of Board members and Executive Committee members (click here to download the template); 
  6. The organisation’s certificate of incorporation or registration document under the relevant ordinance(s); 
  7. Public Liability Insurance documents and terms; 
  8. A set of the latest year audited accounts or certified latest management accounts; 
  9. Constitution details; 
  10. Organisation structure; and 
  11. Attachments or supplementary information of the project (if applicable). 

*For charitable organisations in any jurisdictions outside Hong Kong, Link has the sole and final discretion on whether the certificate and/ or proof(s) is valid and/ or adequate to support its charitable status.

FAQ
1. Are social enterprises eligible to apply for Community Projects?
Applicants have to be charitable organisations registered under Section 88 of the Inland Revenue Ordinance (Cap 112) or, if the applicant organisation is a charitable organisation in any jurisdictions outside Hong Kong, prime reference should be made to the descriptions adopted by the relevant government department(s) or authority(ies) in the respective jurisdictions, which has/have the legal powers or authorities similar to that of HKIRD in declaring charitable status and/ or classifying charitable organisations in the relevant jurisdictions.
2. Is there a funding limit to one single project?

An amount of up to 0.25% of Link’s net property income from the previous financial year is budgeted for Link Together Initiatives each year. The maximum that can be awarded to any one organisation cannot exceed 30% of the fund budgeted for in that financial year. The actual funding allocated to each project varies from several hundred thousand to several million Hong Kong dollars, depending on the project’s scale.

3. Are there any funding limits for each focus area? Is it advantageous to have a project that covers more than one focus area?

No, there are no funding limits for each focus area. Covering more than one focus area does not present an advantage. All project proposals are evaluated based on the selection criteria. 4. Could the funding be used for Human Resource expenses?

The funding could be used for Human Resource expenses where the use of funds in an appropriate and cost-effective manner is one of the selection criteria.

The funding is not allowed to support any recurrent operating costs, conferences, annual meetings, endowments, advertising campaigns and/or fundraising activities of the applicant organisation. Project-related administrative costs should not be more than 10% of the total funding requested.

5. Are activities in the applicant’s proposal required to be conducted in Link’s properties?
It is not compulsory to conduct activities in Link’s properties. However, applicants should provide charitable services to local communities in the vicinity of the properties owned and/ or operated by Link.
6. Are there any requirements on impact measurement?

Applicants are strongly advised to develop an impact measurement mechanism to evaluate the social impact and success of their projects, and have to align with Link’s impact evaluation framework. Applicants are encouraged to propose impact indicators in their proposals. For projects granted in 2026/27, Link will implement a dedicated impact evaluation framework. Final evaluation metrics will be determined in alignment with Link’s framework after funding is awarded.

7. Will all applicants be invited to attend the interview? When will the interview take place?

No, not all applicants will be invited for interview. Applicants will be assessed based on the submitted materials, and shortlisted applicants will be notified in late March 2026 for interview, which is expected to take place in mid-April 2026. If applicants do not receive an interview invitation, the application could be deemed unsuccessful.

8. If I am unable to submit my application through the online system before the deadline, can I send it by email or other methods?

No, all applications must be submitted via the online system before the deadline. Applicants must complete and submit their applications on time and ensure all required information and documents are provided. Late submissions and/or incomplete applications will not be considered.

9. What should I do if I encounter technical issues or have questions while completing the online application form?

Application Deadline

Application for 2026/27 will open on 5 January 2026 at 9am (HKT). Organisation MUST complete and successfully submit the online application, together with ALL necessary documents, on or before 6 February 2026 (Fri), 23:59 (HKT). Late applications and insufficient documents will not be considered.
